박근혜 대통령, 민심과 상식에 부응하라
한국에서 멀리 떨어진 이 곳, 미국 캘리포니아 버클리 대학에서 공부하고 있는 우리들은 최근 박근혜-최순실 게이트에 경악을 금치 못한다. 장시간 은폐되었던 현 정권의 어처구니없는 내막에 분노가 치밀 정도다. 박근혜 정권을 비롯하여, 작금의 사태를 방조한 관계자들은 민주주의 회복을 위해 모든 책임을 질 것을 촉구한다.
지난 한 주에 걸쳐 최순실은 박근혜 대통령의 연설문 뿐만 아니라 국무회의나 인선 문제에 걸쳐 깊숙히 개입해온 것으로 드러났다. 수천억 대에 달하는 문체부 문화 프로젝트 전반과 전경련을 상대로 한 강압적 재단 모금, 청와대 문건을 통한 땅투기 의혹, 평창 동계올림픽 부지 부정 선정 등 대한민국 곳곳에 최순실의 입김이 닿지 않는 곳이 없다. 이를 수습하고자 박근혜 대통령은 대국민 사과문을 녹화 방송했지만, 되려 의혹만 증폭시키는 어설픈 해명으로 국민적 공분을 사기도 했다.
박근혜 정권은 2013년 출범이후 각종 의혹과 비판을 끊임 없이 받아왔다. 우리는 세월호 침몰 당시 컨트롤 타워가 시급한 상황에서도 7시간 동안 나타나지 않았던, 시대를 역행하는 국정 역사 교과서를 만든다고 했던, 한일 위안부 협상을 피해자들의 입장을 전혀 고려하지 않은 채 강행했던 대통령에게 실망하고 분노했다. 지난 4년간 국민들은 박근혜 대통령에게 소통과 변화를 요구하였지만 아무런 응답이 없었다. 일개 민간인이 국정운영에 깊게 개입된 것이 밝혀진 지금, 국민들의 마음을 멍들게 했던 각종 의혹들을 더 이상 의혹으로만은 치부할 수 없게 되어버린 상황이 너무나 개탄스럽다.
국정에서 공과 사는 엄정하게 구분되어야 한다. 하지만, 한국에서는 어떻게 대통령 대신 민간인이 국정 운영 전반을 개입할 수 있냐는 동료 미국인 학생의 날카로운 질문에, 우리 한인 학생 들은 대답을 할 수 없었다. 참담하다. 동료 학생의 질문에 어디부터 설명해야 할지 고민하는 우리들이, 이렇게 전세계 학생들이 모두 지켜보는 가운데 시국선언을 해야 하는 우리나라의 상황이 너무나 참담하다. 부끄러움은 대통령이 아니라 왜 바다 건너 우리들의 몫이 된 것인가.
대한민국 헌법 제 1조 2항. 대한민국의 주권은 국민에게 있고, 모든 권력은 국민으로부터 나온다. 선거를 통해 국민이 위임한 권력을 마음대로 사유화하여 최순실에게 넘긴 대통령은 더 이상 국가 원수로서 자격이 없다. 이번 사건에 대한 국민들과 우리 유학생들의 분노는 보좌진들의 일괄 사임으로 해소될 수 있는 것이 아니다.
- 이번 국정 농단 사건의 피의자는 바로 대통령 본인임을 자각하라.
- 박근혜 정권은 작금의 사태에 대한 책임이 비단 최순실 한 사람만이 아닌, 정권 전체에 있음을 인정하라.
- 비선실세의 국정농단을 동참 내지 방조한 새누리당도 이 책임에서 자유롭지 않음을 명심하라.
- 검찰은 이 사건을 지켜보는 매서운 국민들의 시선을 알고 성역없는 수사를 단행하라.
마지막으로, 박근혜 대통령은 취임 연설 당시 “나라의 국정 책임은 대통령이 진다”고 직접 발언한 것에 책임을 지고 자리에서 내려와 국민 앞에 석고대죄할 것을 엄중히 촉구한다.

Declaration of the Korean State of Affairs
Demanding President Park to Uphold Democracy
As students of Korean heritage, we are furious to find out about the recent political scandal known as the Park-Choi Gate. This event makes undeniable the privatization of the administrative power, which is granted only to the democratically elected president. To restore democracy in South Korea, we demand President Park, her administration, and her party to assume full responsibility.
In the past week, the world learned about the illegal actions of the secretive and shamanistic woman, Choi Soon-Sil. She is a longstanding friend and spiritual advisor of President Park. Choi has been found to have intervened in not only the content of presidential speeches, but also the recruitment of the state cabinet council members and governmental logistical issues. Choi has exerted her influence in many aspects. She laid her hands on a state-organized multi-million-dollar cultural project. Choi also demanded and received donations from various big corporations for her ghost foundations. Most shockingly, President Park leaked classified information about national security to Choi, despite Choi’s lack of security clearance. In a futile response to growing allegations, President Park made a public apology regarding only her leaked speeches. But she did not explain any reasoning behind her utter disrespect for the principles of democracy.
We are furious. We, as South Koreans, are furious to witness such a collection of criminal events take place in a democratic country. Democracy depends on citizens’ right to vote and elect their own leaders. This is why we stand here today and announce South Korea’s political-ethical catastrophe to our fellow UC Berkeley students. But why is this shame ours to bear and not President Park’s?
It is needless to say that as soon as Park transferred her presidential responsibility to Choi, Park disqualified herself as the executive leader of South Korea. In light of mishandled sexual harassment cases, UC Berkeley chancellor, Nicholas Dirks, resigned from his position. After news broke that Wells Fargo employees had been encouraged to engage in illegal activities, John Stumpf stepped down as CEO. When David Cameron failed to persuade British citizens to remain in the European Union and Brexit was decided, he resigned as prime minister. In her inauguration speech, President Park said, “The president must take responsibility for the nation’s state of affairs.” As other leaders have done after losing the trust of their people, President Park must assume full responsibility along with her administration and her party.
