시국선언
시국에 분개한 민심이 87년 민주화 항쟁 이후 최대 규모의 촛불을 타오르게 했다. 조국에서 멀리 떨어져 광화문 100만 인파를 바라보는 이 곳 미국 땅의 한인들도 참담한 마음과 간절한 바람을 담아 이에 동참함을 선언한다.
대한민국의 민주주의는 4·19혁명, 5.18 광주 민주화 운동, 6월 항쟁을 거쳐 부정/독재 정권의 탄압과 수모를 이겨내고 목숨 바쳐 지켜온 가치다. 정권이 시민의 목소리를 억누르려 할 때마다 우리는 민주공화국 시민으로서의 자유와 평등을 지키기 위해 맞서왔다. 우리는 “대한민국은 민주공화국이며, 대한민국의 주권은 국민에게 있고, 모든 권력은 국민으로부터 나온다”는 헌법 1조를 다시금 떠올리며 주권자로서 의사를 표명할 필요를 느낀다.
박근혜 정권은 국정원의 불법 선거개입을 통해 출범한 이후 납득하기 힘든 독선과 불통의 자세로 일관해왔다. 위안부 피해자의 상처를 외면하는 한일 협상을 졸속 강행했고, 역사교과서 국정화 추진으로 과거의 독재 정권을 정당화하고 민중의 힘으로 일군 민주화 노력을 폄하했다. 그 어느 때 보다도 국민의 목소리에 귀 기울여야 할 때, 이 정권은 끊임없이 민심을 외면했다. 우리는 메르스 사태 당시 정부의 무능한 대처를 기억한다. 더구나 300여 명이 침몰하는 배에서 죽어간 세월호 참사 당시 국가 최고 책임자의 소재는 지금까지도 묘연하고, 근래에는 정권의 변화를 촉구하고자 거리에 나선 시민들에게 물대포를 발포해 백남기 농민의 목숨을 앗아가기도 했다. 이 모든 과정에서 국민의 삶이 위협받아왔다는 점은 이미 박근혜 정권의 실질적 정당성을 박탈시키기에 충분하다.
이러한 가운데 ‘박근혜-최순실 게이트’는 박근혜 정권의 민낯을 드러내 보인 결정적인 사건이다. 매일매일 새롭게 밝혀지는 이 비선실세의 국정 농단과 헌법 유린의 행태는 일일이 열거하기 어려울 정도다. 국정 기밀 유출, 삼성 등 대기업과의 정경유착, 부정 입학 및 특혜, 문체부 등 각종 공적 기관에 대한 사적 전횡 등 일련의 사건들은 과연 이 땅에 법과 질서가, 정의가 살아있는가에 대한 기본적 믿음마저 뒤흔들고 있다. 민주주의를 가장 앞장서서 수호해야 할 대통령이 국민이 맡긴 권력을 사사로운 개인에게 위임하여 인민주권의 근본 원리를 저버린 정황은 우리에게 다시금 민주주의의 의미를 묻게 한다.
현 시국에서 박근혜 정권은 국민을 기만했을 뿐 아니라 본인 스스로 헌정 질서를 훼손함으로써 대한민국 현대사에 기록될 수치스러운 정권으로 기록될 것이 명명백백하다. 수차례에 걸친 국민의 정당한 요구에 대해 여전히 모르쇠로 일관하는 박근혜 정권을 우리는 더는 두고 볼 수 없다. 우리는 박근혜 정권이 무너뜨린 민주주의를 되돌리기 위해 다음 세 가지를 요구한다.
하나. 국정농단과 헌정질서 파괴의 책임자로서 박근혜 대통령은 즉각 퇴진하라.
하나. 사법 당국은 박근혜 대통령을 포함, 비선실세와 각종 비리에 연루된 자들에 대해 신속하고 엄정한 수사와 처벌을 진행하라.
하나. 사태의 공범 새누리당과 국정감시, 견제를 소홀히 한 야당은 그 책임을 막중하게 인식하여 개혁과 쇄신에 총력을 다하라.
검찰청 창문을 제아무리 창호지로 에워싸도 진실은 가려지지 않는다. 전 세계 곳곳에서 대한민국 국민이 함께 뜻을 모아 피워 올린 촛불은 부패와 비리로 점철된 한국 사회 구석구석을 밝힐 것을 준엄히 명령하고 있다. 어둠의 시대, 참담한 마음으로 피워올린 촛불이지만 마침내 이 촛불은 거대한 희망의 불빛이 되어 87년 이후 주춤했던 민주주의의 민주화를 향해 나아가게 할 것이다.
이에 미주 한인 우리 920인은 오늘 대한민국의 더 나은 민주주의를 위한 움직임에 함께 할 것을 선언한다.

An Open Letter on State of Affairs in Korea
President Park’s outright mockery of Korea’s democracy and judiciary system lighted up one million candles in Seoul last Saturday, fueled by the people’s anger and frustration. As we wait for another million candles to light up tonight, we, 920 Koreans in America, have come together to join the voices of our people calling for the resignation of President Park.
As citizens of the Republic of Korea, we are proud of our history of developing a democratic system through our people’s own resilient fights against the dictatorship. Through the April Revolution in 1960, 5.18 Gwangju Democratization Movement in 1980, and the June Democracy Movement in 1987, our predecessors risked their lives solely for the purpose of establishing democracy in the Korean Peninsula. The reason for their sacrifices was simple: to build a better future and a better country for the coming generations.
An onslaught of unbelievable news has been pouring out from the media ever since the ludicrous claim was found to be true; throughout her term, President Park has depended on her civilian friend, Choi Soon-sil, to act as an unelected decision-maker in the presidential and state affairs. From editing presidential speeches and appointing government officials, to planning the national budget, Choi wielded more power than any other official despite holding no governmental position. Choi used this ill-gotten and illicit influence for her own fiscal gains and the list of the allegations grows long, including amassing 70 million dollars for her non-profit foundations from Korea’s largest companies such as Samsung and Hyundai under questionable circumstances.
President Park’s privatization and delegation of her power to a personal friend is not only a direct violation of our constitution but an ultimate betrayal of our democracy. Furthermore, the fact that these grotesque acts were allowed to continue unchecked for four years gravely undermines our belief in the transparency of the Korean government and the value of justice in our country. It is egregious and unacceptable that the very government that has sworn to protect our constitution and democracy have trampled upon its core principles.
Even before Choi’s scandal broke out, President Park’s view on democracy was at best dubious. In efforts to silence the critics, President Park has repeatedly threatened citizens’ constitutional right to the freedom of speech with the authorization of surveillance on civilians and a brutal use of police forces against the protesters. Notwithstanding this oppressive abuse of presidential power, the Korean people have refused to remain silent. As the wave of candle light spreads across the globe, we join our fellow citizens and call for the following actions:
First, we demand the immediate resignation of President Park for her violations of the constitution.
Second, as a response to prosecutors minimizing the scandal and prolonging the investigation; we demand for a prompt investigation and just punishment for anyone involved in this corruption including President Park herself.
Third, we demand that the accomplice, Saenuri Party, and the opposition parties, who neglected their duty to monitor state affairs, acknowledge their responsibilities for the current situation and work to ensure the swift restoration of democracy in Korea.
We end this letter with article 1 of the constitution of the Republic of Korea:
- The Republic of Korea shall be a democratic republic.
- The sovereignty of the Republic of Korea shall reside in the people, and all state authority shall emanate from the people.
